A new report written by the Cass Business School, entitled Philanthropy in the 21st Century, has recommended that the Government look into implementing a minimum 5% pay-out regulation for grant-giving Foundations. According to the study, which involved 21 large charitable foundations, this could result in an additional £1 billion being given each year to the charitable sector. However a 5% payout rule would not increase the amount of charitable funding available to the sector in the long term.
