Timothy Cheng

Consultant

Before joining TSIC as a Consultant, Timothy has over four years of experience in social research and managing projects in various non-profits. As a Policy, Research and Training Officer at the Equal Opportunity Commission in Hong Kong, he co-authored reports reviewing anti-sexual harassment policies in universities in Hong Kong and the implementation of sexuality education in secondary schools to drive policy change and promote gender equality in education. He was also part of the project team for an Access to Justice Guide for deaf and hard-of-hearing (DHoH) people, which successfully advocated a streamlined provision of accommodation for DHoH people in the judicial process in Hong Kong. He also spearheaded and strategised the impact evaluation process as a Senior Program and Impact Officer at Resolve Foundation while leading its annual Social Justice Fellowship Program, which empowered grassroots community leaders to advance DEI in the community. Besides, he acquired strong skillsets in stakeholder engagement, Design Thinking, social innovation and project management when working at Good Lab, a leading social innovation consultancy in Hong Kong, and as a United Nations Volunteer in poverty reduction at UNDP Lao PDR.

Timothy is familiar with quantitative and qualitative research, as well as international human rights framework and equality laws. He holds a Master of Laws in Human Rights from the University of Hong Kong and a Bachelor of Social Science in Government and Public Administration with a minor in Anthropology from the Chinese University of Hong Kong.
